As it becomes available, the Census Bureau will upload the most recent year’s Methodology Report for the National Survey of Children’s Health to ROCIS through a non-substantive change request mechanism. Comment: The annual burden identified in the burden table for the previous ICR submission reflected the 3-year burden, not the annual burden, which inaccurately reflected a decrease of burden between submissions. The current annual burden entered accurately reflects the anticipated annual burden for the 2019 NSCH.

This submission requests approval for a large-scale (N = 184,000 addresses) national Web and Paper-and-Pencil Interview (PAPI) survey. Incentives ($2 or $5) will be included in the initial invite letter for 90% of the sample, while the other 10% of the sample will not receive an incentive as a way to monitor incentive effectiveness. Initial paper topical mailings will also include a $5 incentive for 90% of the sample. The survey will consist of two experiments to evaluate opportunities to incorporate efficiencies in the data collection process including the use of a redesigned envelope that is eye catching and increases the likelihood of the package being opened and a screener card test to evaluate a streamlined process for households without children. The design & content of the 2019 NSCH survey is based on preliminary 2018 NSCH results.
