Rule 19d-3 prescribes the form and content of the applications to the Commission for review of final disciplinary sanctions, denials of membership, participation or association or prohibitions or limitations of access to services imposed by self-regulatory organizations.
The time burden increased because the total number of respondents changed from 6 to 40, 20 of whom will take 18 hours each to file an application. We are also adding a new estimated cost burden to reflect our estimate that 20 of the 40 respondents will hire outside counsel to prepare their applications at a cost of 8,496 per application.
