Short Statement: The time burden increased because the total number of respondents changed from 6 to 40, 20 of whom will take 18 hours each to file an application. We are also adding a new estimated cost burden to reflect our estimate that 20 of the 40 respondents will hire outside counsel to prepare their applications at a cost of 8,496 per application.
