Justification for Nonsubstantive Change

PPQ Form 546, Agreement for Postentry Quarantine State Screening Notice, has been edited
to reflect several minor changes. Specifically:
a. Item 1, NAME AND ADDRESS OF APPLICANT, now includes subfields for
organization and an email address.
b. Terms within the AGREEMENT have been revised.
• In the lead paragraph, the reference to 7 CFR 319.37-7 is now 7 CFR 319.37-23(c).
Also, the term “nursery stock” is replaced with “plants for planting”. The term is also
located in the form’s new subtitle.
• In paragraph c, “cutting of flowers for sale” is now “sale of flower cuttings or fruits”.
• In paragraph d, “port accession number” is now “shipment number”.
• In paragraphs a, c, and h, “Coordinator, Postentry Quarantine Program” is now
“APHIS Postentry Quarantine Program Coordinator”.
c. In the instructions between steps 5 and 6, a website address was added for finding and
contacting State Plant Regulatory Officials.
The impact on the information collection burden assessment is negligible.
