Extension without change of a currently approved collection
The information collected is used by
FRA to ensure that the Congressional mandate to require railroad
carriers to establish and maintain a toll-free telephone service to
report emergencies at all public, private, and pedestrian grade
crossings for right-of-way over which they dispatch trains will be
carried out. The information collected is also be used to monitor
and enforce compliance with the agency regulation that carries out
the Congressional mandate.
The burden for this information
collection has decreased by 16,388 hours from the last approved
submission. The decrease in burden is solely the result of three
(3) adjustments, which are delineated in the table below. Total
adjustments shown in the provided table in answer to question 15 of
the attached supporting justification decreased the burden by
16,388 hours and decreased the number of responses by 32,780. There
are no program changes at this time. The current OMB inventory for
this information collection shows a total burden of 31,705 hours,
while the present submission exhibits a total burden of 15,317
hours. Hence, there is a burden decrease of 16,388 hours. The cost
to respondents has decreased by $95,939 from the last approved
submission. The decrease in cost to respondents is due to an
adjustment related to the elimination of the costs for making the
32,780 ENS signs ($49,170), building posts for them ($12,293), and
the labor costs ($34,476) for installing the these signs. Thus, the
estimated cost to respondents went from the previous $254,389 to
the current $158,450 Hence, there is the decrease in cost of
$95,939.
