Not later than 180 days after the date of enactment
6 of this Act, the Administrator shall disseminate best prac7 tices to public and private stakeholders regarding how to
8 enhance transportation security against the threat of a ve9 hicle-based terrorist attack.

SURVEY.
(a) IN GENERAL.—Not later than 120 days after the
13 date of enactment of this Act, the Secretary shall begin
14 conducting a survey of public and private stakeholders re15 sponsible for securing surface transportation assets re16 garding resource challenges, including the availability of
17 Federal funding, associated with securing such assets that
18 provides an opportunity for respondents to set forth infor19 mation on specific unmet needs.

(b) REPORT.—Not later than 120 days after begin-
21 ning the survey required under subsection (a), the Sec22 retary shall report to the appropriate committees of Con23 gress regarding the results of such survey and the Depart24 ment of Homeland Security’s efforts to address any identi25 fied security vulnerabilities.
