For Rule 602(a), the increase in the total estimated burden on respondents is due to an increase in the estimated number of responses per respondent based on 2018 market data and a resulting increase in the annual time burden per respondent from 582 hours to 1,330 hours as well as an increase in the number of respondents from twenty to twenty-three. There is no change in the burden for Rule 602(b).
