his action will implement Amendment 120 to the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area and Amendment 108 to the Fishery Management Plan for Groundfish of the Gulf of Alaska (0648-BJ02). Under this action a catcher/processor acting as a mothership receiving deliveries of BSAI non-Community Development Quota Program Pacific cod from catcher vessels directed fishing with trawl gear will be required to be designated on a groundfish license limitation program (LLP) license with a BSAI Pacific cod trawl mothership endorsement. This is a new endorsement that NMFS will issue to eligible, existing groundfish LLP licenses. NMFS data will comprise the official record that is used to assign the new endorsement. Under this action, an administrative appeals process is provided for groundfish LLP license holders that choose to challenge the information in the official record. Information must be collected from any person submitting an appeal to NMFS.
