The National Park Service authorizes
agreements between the NPS and federally recognized Indian tribes
to allow the gathering of plants or plant parts by designated
tribal members for traditional purposes. The agreements facilitate
continuation of tribal cultural traditions on traditionally
associated lands, which are included within units of the National
Park System, without impairment to park resources and
values.

In 2016, we underestimated the
time for the agreement and consultation process (meetings,
correspondence, evaluation, compliance and preparation of the
agreement documents). Based upon our experiences since our previous
request, we now estimated the time for the agreement and
consultation process to be 400 hours versus the previously
requested 100 hours. Therefore the net increase in this request is
for an additional 300 burden hours.
