Terms of Clearance: Approved consistent with the understanding that the design continues to support biennial cross-sectional estimation (including collection for the 2019 reporting period) as well as establishing the baseline for a new longitudinal component. In the period between the 2019 data collection and the planned 2021 data collection, a follow up instrument will be designed for the longitudinal component.

Abstract: The purpose of this panel survey is to collect data that will be used to provide national estimates biennially on the doctoral science and engineering workforce and to measure changes in their employment, education and demographic characteristics. Historically, the survey has been designed to allow cross-sectional reporting for a large number of fields of study. This request continues the commitment in the prior revision to build an efficient, effective and sustainable longitudinal design to support longitudinal estimation. The data collected in this survey will enable the National Center for Science and Engineering Statistics (NCSES) to partially fulfill the Congressional mandate to serve as a clearinghouse for information on the doctoral level scientific and technical population of the U.S. This information allows for policy and planning activities by officials of government, private industry, and academic institutions.
