This electronic form meets a new
statutory requirement for OSC to conduct a one-time pilot project
survey to collect feedback from OSC whistleblowers, complainants,
and advisory opinion seekers while their cases are
pending.

Stautory requirement to complete survey by fiscal year 2019. See
P.L. 115-19, Sec. 1097 Pursuant to 5 CFR 1320.13 (a)(2), OSC has
determined that adherence to normal clearance procedures would
result in public harm related to the inability of OSC to comply
with Congress’ mandate that OSC complete its pilot project survey
by September 30, 2019. The normal process for clearance of the
one-time survey would prevent the collection of information because
a 60/30 day posting and comment schedule would postpone
implementation beyond September 30, 2019, and OSC does not have
Congressional authority to collect that information after that
date. The public will be further harmed because whistleblowers and
other complainants will be denied the opportunity to provide
feedback about how OSC handles their cases while their cases are
