The information called for in this questionnaire is for use by the United States International Trade Commission in
connection with its countervailing duty and antidumping duty investigations concerning large diameter welded pipe
(“LDWP”) from Canada, China, Greece, India, Korea, and Turkey (Inv. Nos. 701‐TA‐593‐596 and 731‐TA‐1401‐1406
(Final)). The information requested in the questionnaire is requested under the authority of the Tariff Act of 1930, title
VII. This report is mandatory and failure to reply as directed can result in a subpoena or other order to compel the
submission of records or information in your possession (19 U.S.C. § 1333(a)). Further information on this questionnaire

PART I.—GENERAL INFORMATION
Background.‐‐ This proceeding was instituted in response to a petition filed on January 17, 2018, by
American Cast Iron Pipe Company (Birmingham, Alabama), Berg Steel Pipe Corp. (Panama City, Florida),
Berg Spiral Pipe Corp. (Mobile, Alabama), Dura‐Bond Industries, Inc. (Export, Pennsylvania), Skyline Steel
(Newington, Virginia), and Stupp Corporation (Baton Rouge, Louisiana). Countervailing and/or antidumping
duties may be assessed on the subject imports as a result of these proceedings if the Commission makes an
affirmative determination of injury, threat, or material retardation, and if the U.S. Department of
Commerce (“Commerce”) makes an affirmative determination of subsidization and/or dumping.

Large diameter welded pipe (LDWP) covered by these investigations is welded carbon and alloy steel pipe
(including stainless steel pipe), more than 406.4 mm (16 inches) in nominal outside diameter (large
diameter welded pipe), regardless of wall thickness, length, surface finish, grade, end finish, or stenciling.
Large diameter welded pipe may be used to transport oil, gas, slurry, steam, or other fluids, liquids, or
gases. It may also be used for structural purposes, including, but not limited to, piling. Specifically, not
included is large diameter welded pipe produced only to specifications of the American Water Works
Association (AWWA) for water and sewage pipe.
Large diameter welded pipe used to transport oil, gas, or natural gas liquids is normally produced to the
American Petroleum Institute (API) specification 5L. Large diameter welded pipe may also be produced to
American Society for Testing and Materials (ASTM) standards A500, A252, or A53, or other relevant
domestic specifications, grades and/or standards. Large diameter welded pipe can be produced to
comparable foreign specifications, grades and/or standards or to proprietary specifications, grades and/or
standards, or can be non‐graded material. All pipe meeting the physical description set forth above is
covered by the scope of this investigation, whether or not produced according to a particular standard.
Subject merchandise also includes large diameter welded pipe that has been further processed in a third
country, including but not limited to coating, painting, notching, beveling, cutting, punching, welding, or
any other processing that would not otherwise remove the merchandise from the scope of the
investigation if performed in the country of manufacture of the in‐scope large diameter welded pipe.
Excluded from the countervailing duty investigation against Turkey are any products covered by the existing
countervailing duty order on welded line pipe from the Republic of Turkey. See Welded Line Pipe from the
Republic of Turkey: Countervailing Duty Order, 80 FR 75054 (December 1, 2015). Excluded from the
antidumping duty investigations against Korea and Turkey are any products covered by the existing
antidumping duty orders on welded line pipe from Korea and Turkey, respectively. See Welded Line Pipe
from the Republic of Korea and the Republic of Turkey: Antidumping Duty Orders, 80 FR 75056 (December
1, 2015). Also excluded from the antidumping duty investigation against Korea are any products covered by
the existing antidumping order on welded ASTM A‐312 stainless steel pipe from Korea. See Welded ASTM
A‐312 Stainless Steel Pipe from South Korea: Antidumping Duty Order, 57 FR 62300 (December 30, 1992).
The LDWP that is subject to this proceeding is currently classifiable in the Harmonized Tariff Schedule of the
United States (HTSUS) under statistical reporting numbers 7305.11.1030, 7305.11.1060, 7305.11.5000,
7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.31.4000,
7305.31.6010, 7305.31.6090, 7305.39.1000 and 7305.39.5000. While the HTSUS statistical reporting
numbers are provided for convenience and customs purposes, the written description of the scope of this
proceeding is dispositive.

LDW line pipe.‐‐Large diameter welded pipe of a kind used for oil and gas pipelines and normally produced
to the API specification 5L. Large diameter welded line pipe can also be produced to comparable domestic
or foreign specifications or to proprietary grades.
LDW structural pipe.‐‐Large diameter welded pipe normally produced to ASTM standards A500, A252, or
A53. Large diameter welded structural pipe can also be produced to comparable domestic or foreign
specifications or to proprietary grades, or be non‐graded material.
Purchaser.‐‐Any firm engaged, either directly or through a parent company or subsidiary, in purchasing
LDWP from another firm that produces, imports, or otherwise distributes LDWP.
Reporting of information.‐‐If information is not readily available from your records, provide carefully
prepared estimates. If your firm is completing more than one questionnaire (i.e., a producer, importer,
and/or purchaser questionnaire), you need not respond to duplicated questions.
Confidentiality.‐‐The commercial and financial data furnished in response to this questionnaire that reveal
the individual operations of your firm will be treated as confidential by the Commission to the extent that
such data are not otherwise available to the public and will not be disclosed except as may be required by
law (see 19 U.S.C. 1677f). Such confidential information will not be published in a manner that will reveal
the individual operations of your firm; however, general characterizations of numerical business
proprietary information (such as discussion of trends) will be treated as confidential business information
only at the request of the submitter for good cause shown.
Verification.‐‐ The information submitted in this questionnaire is subject to audit and verification by the
Commission. To facilitate possible verification of data, please keep all files, worksheets, and supporting
documents used in the preparation of the questionnaire response. Please also retain a copy of the final
document that you submit.
Release of information.‐‐The information provided by your firm in response to this questionnaire, as well as
any other business proprietary information submitted by your firm to the Commission in connection with
this proceeding, may become subject to, and released under, the administrative protective order provisions
of the Tariff Act of 1930 (19 U.S.C. § 1677f) and section 207.7 of the Commission’s Rules of Practice and
Procedure (19 CFR § 207.7). This means that certain lawyers and other authorized individuals may

• E‐mail.—E‐mail the MS Word questionnaire to [email protected]; include a scanned copy of the
signed certification page (page 1). Submitters are strongly encouraged to encrypt nonpublic documents that
are electronically transmitted to the Commission to protect your sensitive information from unauthorized
disclosure. The USITC secure drop‐box system and the Electronic Document Information System (EDIS) use
Federal Information Processing Standards (FIPS) 140‐2 cryptographic algorithms to encrypt data in transit.
Submitting your nonpublic documents by a means that does not use these encryption algorithms (such as by
email) may subject your firm’s nonpublic information to unauthorized disclosure during transmission. If you
choose a non‐encrypted method of electronic transmission, the Commission warns you that the risk of such
possible unauthorized disclosure is assumed by you and not by the Commission.
If your firm does not purchase this product, please fill out page 1, print, sign, and submit a scanned copy to
the Commission.
Parties to this proceeding.—If your firm is a party to this proceeding, it is required to serve a copy of the
completed questionnaire on parties to the proceeding that are subject to administrative protective order
(see 19 CFR § 207.7). A list of such parties may be obtained from the Commission’s Secretary (202‐205‐
1803). A certificate of service must accompany the completed questionnaire your firm submits (see 19 CFR
§ 207.7). Service of the questionnaire must be made in paper form.
