The mandatory report, which is provided as needed, is necessary for MARAD (DOT) to fulfill its responsibilities under 46 USC 55305 and 46 USC 1241(b) for the control and surveillance of ocean shipments moving under the Cargo Preference Act of 1954, and to ensure compliance. Contractors of Privately Owned U.S.-Flag Commercial Vessels submit a legible copy of a rated on-board ocean bill of lading for shipment to both the Contracting Officer (MARAD) and MARADâs office of Cargo and Commercial Sealift. Each bill of lading must contain the following information: (a) sponsoring U.S. Government agency, (b) name of vessel, (c) vessel flag of registry, (d) date of loading, (e) port of loading, (f) port of final discharge, (g) description of commodity, (h) gross weight in pounds and cubic feet if available, and (i) total ocean freight revenue in U.S. dollars.
The gathered information is used by the Office of Cargo and Commercial Sealift to assist civilian agency shippers in finding suitable US flag vessels for their cargo and to assist in making US-flag availability determinations. The information reported is maintained for records.â
