Dear Resident:

Recently someone in your household, perhaps you, completed the 2020 Census for this address. Thank you. Counting the number of people living in the United States is a huge challenge, and your help with this effort is greatly appreciated.


We would like to ask you for additional help by answering a brief 10-minute survey on privacy and confidentiality. Please complete the enclosed 2020 Census Opinion Survey and return it in the included postage-paid envelope. This survey will help us plan for the 2030 Census.


We are conducting this survey under the authority of Title 13, United States Code which means your answers are confidential and the Census Bureau cannot give out information that identifies you or your household. Answers to frequently asked questions are on the back of this letter.


Westat, a private research firm, is conducting the survey for us.

What is this survey about?

This survey asks questions about experiences with and opinions about the 2020 Census. Asking questions about the census now is an important first step for the Census Bureau to make improvements to the next census in 2030.

What Law protects the Confidentiality of my answers?

The U.S. Census Bureau is required by law to protect your information(Title 13, United States Code, Section 9). The Census Bureau is not permitted to publicly release your responses in a way that could identify you. We are conducting this survey under the authority of Title 13, United States Code, Sections, 6(c), 141 and 193. Per the Federal Cybersecurity Enhancement Act of 2015, data are protected from cybersecurity risks through screening of systems that transmit data. Your voluntary response will be used to inform future surveys and censuses.

Your privacy is protected by the Privacy Act. The information provided may be shared with other Census Bureau staff for the work-related purposes identified in this statement. For more information on this collection, see SORN “CENSUS-5, Decennial Census Programs” by visiting our website at www.census.gov and click on "Data Protection and Privacy Policy" at the bottom of the home page.

Do I have to answer the survey?

The 2020 Privacy and Confidentiality Survey is voluntary and there is no penalty for not responding. However, it should only take about 10 minutes for you to fill out this short survey and it is important that we hear from as many people as possible to help us plan for the next census.

This survey has been approved by the Office of Management and Budget (OMB). The eight-digit OMB approval number that appears at the bottom of this page confirms this approval. We are required to display this number to conduct this survey.

We estimate that completing the survey will take 10 minutes on average. Send comments regarding this estimate or any other aspect of this survey, including suggestions for reducing the time it takes to complete this survey, to U.S. Department of Commerce.

I did not fill out our 2020 Census Form. What should I do?

Please complete and return the paper questionnaire. We would still like to hear from you.
