OneCPD Needs Assessment tool allows HUD to assess grantee capacity to manage and operate CPD grant funds and to determine how to best use technical assistance resources to assist each grantee to increase its capacity to administer CPD program funds, increase availability of affordable housing units, revitalize neighborhoods, and strengthen community partnerships. HUD will garner information on trends in technical assistance needs to more quickly develop tools and products and deliver training on topics most needed by grantees across the country.

Miscellaneous Actions
Over the years, HUD has targeted Needs Assessments to fewer grantees, in part due to funding reductions and also because HUD field office and Program staff have worked more extensively with grantees to understand the capacity needs without implementing this assessment
