The Federal Government has a
continuing commitment to monitor the operation of its review and
award processes for grants, and identify/address potential
inequities relative to the Civil rights laws of the United States.
One of NASA's strategic goals is to ensure all qualified proposers
are evaluated based solely on the quality of the proposal
submitted. Through this information collection, NASA is requesting
demographic data based on gender, race, ethnicity, and disability.
The targeted respondents are the proposed Principle
Investigators/Co-Investigators to ensure compliance with Title VI
of the Civil Rights Act of 1964, Title IX of the Education
Amendments of 1972, Section 504 of the Rehabilitation Act of 1973,
and NASA implementing regulations. Collecting this demographic data
will provide insight into the grant award process at NASA. The
collection of this information is consistent with practices at
other agencies such as the NASA Science Foundation and the National
Institutes of Health. Regarding the nonmaterial or nonsubstantive
change to a currently approved collection, the pdf version of the
NF-1839 form originally approved will not be used to collect
responses and was a prototype for the electronic form that was
developed. Screen shots of the electronic form are provided with
this submission. There was no change to the supporting
statement.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:

(iv) Nature of response (voluntary, required for a
benefit, or mandatory);

If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
