Dear State Certifying Official,

The Governor’s office has notified the U.S. Census Bureau (Census Bureau) that you would be serving as the State Certifying Official (SCO) for your state. Please review the attached letter from the Census Bureau regarding the <YEAR> Boundary and Annexation Survey (BAS) State Certification program.
