⢠The purpose of the study isnât clear, including the potential application of the study results to agency program;
⢠The package lacks any presentation of preliminary work that would be necessary and critical in formulating the study design, including the usage of terminologies by small business in regards to safety, understanding of trade-offs that occur in the context of safety improvement and other relevant issues;
⢠The package lacks understanding of critical economics literature on discount rates and on how to estimate discount rates;
⢠This package lacks an analytic plan including hypotheses to be tested, metrics to be estimated, and how results should be interpreted;
⢠This package lacks explicit presentation of trade-offs in estimating discount rates;
⢠This package lacks discussion on the appropriateness on the choice of ladder, dollar amounts and time lengths for this investigation. Some of the time lengths imply implausibly high discount rates that would evade interpretation;
⢠This package lacks discussion and presentation of research design that would mitigate strategic response or potential bias from respondents.
⢠The package does not sufficiently demonstrate that the sampling and analytical plans minimize burden on small businesses.
