Changing Regulations
Public Law 115-89, Veterans Apprenticeship and Labor Opportunity Reform Act, section 3 amended 38 USC 3680(c) eliminating the trainee certification requirement. As a result, VA Form 21-6553d and VA Form 21-6553d-1 is now only completed by the training establishment. As such, there is a reduction in the annual burden due to the decrease in the number of respondents since the VA approved training establishments are the only respondents.
