This information collection is revised due to a rule that includes a minor change to regulations implementing the IFQ Program. This change is necessary to remove a redundant form, centralize all non-medical temporary IFQ transfers onto a single form, and simplify the temporary IFQ transfer process for the public and for agency administrators. As the Application for Temporary Transfer of Halibut/Sablefish Individual Fishing Quota (IFQ) form may be used for all non-medical temporary IFQ transfers, including temporary military transfers, the Application for Temporary Military Transfer of IFQ form is not needed. Therefore, the Application for Temporary Military Transfer of IFQ is removed. No changes are made to the Application for Temporary Transfer of Halibut/Sablefish Individual Fishing Quota (IFQ) form, other than revising the instructions to improve clarity. This rule revises § 679.41(m)(3) and (m)(3)(iii) to reference the âapplication for temporary transfer of halibut/sablefish IFQâ and the corresponding contents of a complete application.
