Department of Defense Contracting Officers immediately request information from all contractors with employees currently performing in Afghanistan, directing the collection of information identifying individuals that are higher risk for severe illness related to COVID-19, based on Centers for Disease Control and Prevention (CDC) guidance. This information will be used solely to support the force and health protection decisions of the Resolute Support and Operation Freedomâs Sentinel Commander.
The Resolute Support and Operation Freedomâs Sentinel missions #1 priority is protection of the force. This force is comprised of military, civilian and contractors. Based on current modeling of the spread of COVID-19 there is insufficient medical capability to treat all personnel who become infected. Thus, the command needs accurate information as it relates to the population of the force that is considered higher-risk for severe illness, based on CDC guidance, and the impact on the mission should these personnel become infected or directed to leave Afghanistan immediately by the command.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
