SUBJECT: Clarifying Reporting Guidance Related to the Classified National Security
Information Program and the National Industrial Security Program (NISP)
My office is currently engaged in a multi-year effort to review the data we collect from agencies
to oversee the classification system pursuant to my authority under Executive Order (EO) 13526,
“Classified National Security Information” and Executive Order 12829, “National Industrial
Security Program”. As the security classification system evolves due to continual information
technology advancements as well as new threats and new risks, ISOO must adapt to ensure more
effective and efficient oversight. As an initial step, I suspended the collection of the Standard
Form (SF) 311, Agency Security Classification Management Program Data, and SF 716, Agency
Security Classification Cost Estimates, for FY 2018 and 2019. My intention is to replace them
with an improved collection later this fiscal year. Additionally, ISOO did not request that the
Department of Defense report industry NISP cost data in those fiscal years.
I request that the Department of Defense, through the Defense Counterintelligence and Security
Agency, retain Office of Management and Budget approval to collect NISP cost data from
industry. Maintaining this approval will facilitate changes as ISOO works to reform its oversight
and reporting requirements for classification activities. As part of this effort, I will soon convene
an interagency working group, to include your department and other Cognizant Security
Agencies, to discuss issues related to NISP cost estimates.
