RANDS during COVID-19 will allow NCHS
to quickly obtain and disseminate information about the access to
health care during the coronavirus pandemic. In addition, data will
be collected that allows understanding the quality of other
pandemic-related surveys. This work includes a component of already
planned research regarding the ways NCHS might leverage
commercially-created and maintained survey panels to supplement and
expand NCHS' methodological research.
The quickly evolving
situation surrounding the outbreak, and the fact that CDC requires
timely surveillance information for policy and communication
decisions, requires emergency review and clearance to allow for
immediate information collection. CDC cannot reasonably comply with
the normal clearance given the urgent necessity to protect the
American public from the continued spread of this health threat.
Therefore, CDC requests a 180-day emergency clearance to launch
this pair of general population surveys to obtain data about the
outbreak and the public’s response to it.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
