Abstract: The Homeland Security Grant Program (HSGP) is a primary funding mechanism for building and sustaining national preparedness capabilities. HSGP is comprised of four separate grant programs: the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI), the Metropolitan Medical Response Systems (MMRS), and the Citizen Corps Program (CCP). Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration costs.

Short Statement: From the last OMB approval in 2017, the number of respondents and the frequency of the Daily Activity Report (Form 089-0-27) has increased. The annual burden hours have increased from 53,290 to 547,500 for an increase of 484,210. For FEMA Form 089-1, there is no change in annual burden hours. For FEMA Forms 089-16, there is an increase in the annual burden hours due to revisions to the form and an accurate account of recipients and subrecipients required to complete the form. For FEMA Form 089-16, the current annual hour burden is 115,544 for an increase of 3,275 annual burden hours. FEMA Form 089-20 has increased in annual burden hours to 1,584 for an increase of 360 due to an accurate account of recipients and subrecipients required to complete the form. The total annual burden hours have increased from 269,579 hours to 866,988 hours. The total annual cost burden has increased from $16,587,196 from the last submission to $60,524,431. The change is due to an increase in the number of grant recipients and subrecipients, and changes to Forms 089-1, 089-16 and 089-0-27089-0-27.
