Sheet 1: Intro Email Comms

Good Afternoon,

We’re contacting you on behalf of the U.S. Census Bureau, the National Center for Science and Engineering Statistics with the National Science Foundation (NSF), and the Office of Management and Budget (OMB). The Foundations for Evidence-Based Policymaking Act of 2018 (“Evidence Act”), requires the establishment of a standard application process (SAP) for submitting requests for and receiving access to restricted-use Federal data. Restricted-use data contains sensitive information or information that enables the potential identification of respondents, which is confidential and protected by law. Access to restricted-use data requires approval by the authorizing agency. Researchers currently have to search for and request access to restricted-use data via processes and websites that vary by individual agencies.

You have (alternate wording: Your organization has) been identified as a user of restricted-use Federal data. We are reaching out to request your feedback on the restricted-use data application process. Your inputs will be used to inform the development of the standard application process (SAP) planned for 2021 and future enhancements that promote quick and easy access to restricted-use data, while protecting data confidentiality.

Sheet 2: Intro Interview Comms

Background Per the Foundations for Evidence-Based Policymaking Act of 2018 (“Evidence Act”), the U.S. Census Bureau, the National Center for Science and Engineering Statistics within the National Science Foundation (NSF), and the Office of Management and Budget (OMB) are developing a standard application process (SAP) and portal for submitting requests for and receiving access to various restricted-use Federal statistics data. Restricted-use data contains sensitive information or information that enables the potential identification of respondents, which is confidential and protected by law. Access to restricted-use data requires approval by the authorizing agency. Researchers currently have to search for and request access to restricted-use data via processes and websites that vary by individual agencies.

In December 2019, the Federal Statistical Research Data Center (FSRDC) program, in partnership with the Inter-university Consortium for Political and Social Research (ICPSR), launched the first phase of ResearchDataGov (RDG). RDG will help streamline the discovery and standard application process for restricted-use Federal statistics data access. Future enhancements that include expanded capabilities are planned for 2021.
Interview Purpose Collect information on Researcher needs as it relates to the restricted-use data application process, including future communication and feedback preferences. This will help inform future communication activities to ensure the Research community is aware and knowledgeable about the latest standard application process developments, as well as inform requirements gathering and development efforts planned for 2021.
