The Bureau of Land Management (BLM) is
proposing to revise the regulation authorizing applications for
reduction of rental, royalties, or minimum production
requirements.. The proposed rule would have the effect of dividing
a single, previously approved information collection activity into
two activities. In addition, the proposed rule would reduce the
total estimated burdens of control number 1004-0121. More
generally, control number 1004-0121 authorizes the BLM to collect
information that is necessary to manage leases on public lands for
solid minerals other than coal and oil shale.
This information collection
request will streamline applications for reduction of rental,
royalties, or minimum production requirements. The final rule will
affect one information collection activity among the 32 activities
currently approved under control number 1004-0121. The outcomes of
this revision will be the following program changes: (1) the
separation of one activity into two activities; and (2) the net
addition of one activity to control number 1004-0121. When the rule
is finalized and this request is approved, control number 1004-0121
will include 33 activities.The net reduction of 10 burden hours per
year will be a result of revisions of 43 CFR 3513.15 that will
simplify applications for reduction of rental, royalties, or
minimum production requirements. As described in the preamble for
section 3513.15, the final rule will remove requirements for an
applicant to submit redundant or unnecessary information.
