This is a request for an approval of a
substantive change for the ARMS II, ARMS III and Vegetable Chemical
Use surveys. The ARMS II and III corn versions have been postponed
until 2021. The ARMS II questionnaires for rice and soybeans have
numerous questionnaire changes, an itemized list is attached. The
ARMS III questionnaires have changes to the research questions
added through a cooperative agreement with ERS. Additional
questions have been added to the ARMS III questionnaires to address
the impact of the COVID-19 pandemic on the farming
industry.

Due to the COVID-19 pandemic
additional questions needed to be added to the ARMS III
questionnaires to measure the impact on the farming industry. In
addition, ERS and OPMP requested additional questions be added to
the ARMS II, ARMS III and Vegetable Chemical Use questionnaires for
research purposes. The corn versions of the ARMS II and ARMS III
survey has been postponed till 2021 due to the COVID-19 and the
need for social distancing. Enumerators will focus on data
collection for the remaining surveys.
