The agency made modifications to the Supporting Statement A to provide greater clarity regarding the operation and use of the information collection. The agency increased the burden estimate and made minor revisions to the form.
Prior to triannual renewal, the agency should ensure that this information collection can be completed and submitted electronically, such as through Upload Document or a successor online platform. If the agency is unable to achieve this, it should include in its renewal package to OMB a letter, addressed to the OIRA Administrator and signed by a Deputy Commissioner, providing a fact-specific explanation for why this information collection cannot be made electronic at this time.

Sections 202(b) and 202(c) of the Social Security Act (Act) stipulate that every spouse of an individual entitled to Old Age, Survivors, and Disability Insurance (OASDI) benefits is entitled to a spouse benefit if the wife or husband, in addition to meeting the entitlement requirements, meets the relationship criteria in Section 216(h)(1)(A) and (B) of the Act. SSA uses Form SSA-3 to determine if a spouse claimant has the necessary relationship to the Social Security number holder (i.e., the worker) to qualify for the workerâs OASDI benefits. The respondents are applicants for spouseâs OASDI benefits.

There are no changes to the public reporting burden.
* Note: The total burden reflected in ROCIS is 61,303, while the burden cited in #12 of the Supporting Statement is 5,195. This discrepancy is because the ROCIS burden reflects the following components: field office waiting time + a rough estimate of a 30 minute, one-way, drive burden. In contrast, the chart in #12 of the Supporting Statement reflects actual burden.
