The proposed regulations would
simplify the rules governing when a Teacher Education Assistance
for College and Higher Education (TEACH) Grant will be converted to
a Direct Unsubsidized Loan, as well as provide for annual
notifications from the Secretary to the recipient regarding the
status of a recipient’s TEACH Grant service obligation. Under the
proposed regulations, a TEACH Grant recipient could request
conversion if the recipient decides not to fulfill the TEACH Grant
obligations for any reason or if the recipient fails to begin or
maintain qualifying teaching service within a time-frame to
complete the service obligation in the requisite eight-year period.
Additionally, the proposed regulations describe the notifications
the Secretary would annually send to all TEACH Grant recipients
regarding the service obligation requirements.
The Department is requesting a
program change due to new regulatory requirements. This new
collection is estimated at a burden of 13,131 hours for 6,236
respondents and 71,109 responses.
