On May 9, 2019, the Federal
Communications Commission (FCC or Commission) adopted Structure and
Practices of the Video Relay Service Program; Telecommunications
Relay Services and Speech-to-Speech Services for Individuals with
Hearing and Speech Disabilities, CG Docket Nos. 10-51 and 03-123,
Report and Order and Further Notice of Proposed Rulemaking, 34 FCC
Rcd 3396 (2019) (2019 VRS Program Management Order). In that Order,
the Commission took steps to: (1) enable direct video calling
(DVC); and (2) facilitate video relay service (VRS) call
validation; and (3) provide for the registration of enterprise and
public videophones, while protecting the VRS program against waste,
fraud and abuse. On January 30, 2020, the Commission adopted
Structure and Practices of the Video Relay Service Program;
Telecommunications Relay Services and Speech-to-Speech Services for
Individuals with Hearing and Speech Disabilities, CG Docket Nos.
10-51 and 03-123, Report and Order, 35 FCC Rcd 831 (2020) (VRS
At-Home Call Handling Order). In that Order, the Commission
converted the VRS at-home call handling pilot program into a
permanent one. On August 1, 2019, the Commission adopted
Implementing Kari’s Law and Section 506 of RAY BAUM’s Act; Inquiry
Concerning 911 Access, Routing, and Location in Enterprise
Communications Systems; Amending the Definition of Interconnected
VoIP Service in Section 9.3 of the Commission’s Rules, PS Docket
Nos. 18-261 and 17-239 and GN Docket No. 11-117, Report and Order,
34 FCC Rcd 6607 (2019) (MLTS 911 and Dispatchable Location Order).
In that Order, the Commission amended its rules to implement Kari’s
Law and Section 506 of RAY BAUM’S Act. Specifically, VRS, Internet
Protocol (IP) Relay, and covered IP Captioned Telephone Service (IP
CTS) providers must provide automated dispatchable location with
each 911 call for fixed services and if technically feasible for
non-fixed services. The purpose of this Paperwork Reduction Act
(PRA) submission is to: (1) consolidate the information collections
contained in (i) OMB Control Number 3060-1089 related to the
telephone numbering system and enhanced 911 (E911) requirements for
Internet-based TRS (iTRS) providers, (ii) OMB Control Number
3060-1150 for the registration and certification of TRS providers,
and (iii) OMB Control Number 3060-1201 relating to various VRS and
iTRS program management requirements; (2) to add the collections
adopted in the 2019 VRS Program Management Order, the VRS At-Home
Call Handling Order, and the MLTS 911 and Dispatchable Location
Order; and (3) update the estimates of existing burdens.

Due to the consolidation of
information collections 3060-1150 and 3060-1201 into this
information collection 3060-1089, and the adoption of the 2019 VRS
Program Management Order, the MLTS 911 and Dispatchable Location
Order, and the VRS At-Home Call Handling Order, there are programs
changes to this information collection. Specifically, the
Commission has added new information collection requirements, along
with revising existing information collection requirements.
Therefore, the Commission makes the following program changes as
follows: the total annual number of respondents have increased by
+202,015, from 6 to 202,021 annual number of respondents; the
annual number of responses have decreased by -1,603,630 from
3,450,036 to 1,846,406 annual number of responses; the total annual
burden hours have increased by +277,248, from 52,334 to 329,582
annual burden hours; and the annual cost has decreased by
-$1,945,200, from $2,206,200 to $261,000 annual cost.
