In accordance with the Privacy Act, each Federal agency that contracts for the design, development, or operation of a system of records on individuals on behalf of the agency must extend all Privacy Act safeguards to the contractors and employees engaged in the performance of these contracts. This specifically addresses the recordkeeping and reporting associated with the requirement for Federal contractors to provide privacy training, whenever contract performance requires access to personally identifiable information (PII), including access to a system of records on individuals or the design, development, maintenance, or the operation of a system of records on individuals.
