This submission is being made for
proposed non-substantive changes to an existing information
collection pursuant to 44 U.S.C. § 3507. This submission seeks to
make non-substantive changes to certain fields, instructions, and
the filing process for the FCC Form 471 to implement the changes
adopted by the Commission in the Category Two Report and Order, FCC
19-117. This submission also seeks to make non-substantive changes
to the instructions and process by which applicants fill out the
FCC Form 471 to improve the user experience and reduce the
administrative burden. There are no proposed changes for the FCC
Form 470. The FCC Form 471 is contained in an online database. In
1997 the Commission adopted rules providing support for the
Universal Service Schools and Libraries Support Mechanism (E-rate
Program). FCC Forms 470 and 471 are required to describe the
services requested and ordered by schools and libraries under the
program.
There are adjustments/decreases
to this information collection. Based on current USAC data on the
FCC Forms 470 and 471, the Commission has determined that there
will be a decrease in the number of respondents and annual
responses resulting in a decrease in the burden hours for this
information collection. Since funding year 2016 there has been a
drop in the number of unique filers, which has resulted in a
decrease in the overall burden hours associated with this
information collection.
