Terms of Clearance: OMB approves consistent with the understanding that the Census Bureau will continue to collect the same data collected in Phase 2, through the beginning of January, 2021. The Census Bureau will perform an evaluation of the continued need and relevance of the existing content and any additional content proposed by other agencies. The Census Bureau will evaluate content for suitability and consistency with the purpose and design of the Small Business Pulse Survey. The Census Bureau will submit revision requests to OMB including 30 days of public comment announced in the Federal Register to receive approval to make any substantive revisions to the content or methods or to continue the collection of information beyond the beginning of January, 2021 of the Small Business Pulse Survey.

Abstract: The Small Business Pulse Survey is a new survey collection consisting of 16 questions to take the pulse of small business surveys in reaction to COVID-19. The Census Bureau can help in this moment as the U.S. confronts unprecedented and historic challenges with the COVID-19 pandemic and the impacts on the public, businesses and policymakers. It is critically important to understand how changes in business operations, employment, the availability of consumer goods, as well as other abrupt and significant disruptions, are impacting American life.

Short Statement: The Census Bureau seeks to conduct Phase 3 of the Small Business Pulse Survey in recognition of the continued pandemic and the degree to which the data have been used to understand small business experiences during this period. Phase 3 will continue the approach in Phase 2. Data will be collected for 7 days, and released on a weekly cycle.
