MARAD is receiving a 1.5 year approval for this collection in light of ongoing discussions regarding updates to the agency's regulations governing the Cargo Preference program. The agency will resubmit this collection for review upon submission of the Cargo Preference update NPRM to OMB. MARAD will also brief OMB on the results of any ongoing studies the agency is involved in as those studies relate to costs and fair and reasonable rates. This briefing will occur as the results of the studies are finalized.

This collection of information requires U.S.-flag operators to submit vessel-operating costs and capital costs data to MARAD’s Office of Financial Approval on an annual basis. The collection is used by MARAD to calculate fair and reasonable rates for U.S.-flag vessels engaged in the carriage of preference cargoes. The collected information is mandatory.
