Dear Resident:  
Your address has been selected to participate in the New York City Housing and Vacancy 
Survey (NYCHVS).  
Pursuant to the Local Emergency Housing Rent Control Act of 1962 (as amended), as well as 
Section 26‐415 of the Administrative Code of the City of New York, New York City must 
conduct a survey of the housing conditions in the City every three years.  Data from the 
NYCHVS are critical to help the local government, academic researchers, and community 
groups understand changes in housing conditions, costs, and other aspects of your 
community.  Your participation is important to ensure that the NYCHVS data represent your 
household and households like yours in the City.  Soon, the City of New York will be sending 
you additional information about the NYCHVS.     
The U.S. Census Bureau conducts the NYCHVS on behalf of the City of New York under the 
legal authority of 13 United States Code (U.S.C.) 8(b).  As the Director of the Census Bureau, I 
am writing to let you know that a Census Bureau Field Representative will contact you to set 
up a time to complete the survey.   
The Census Bureau is required by law to protect your information.  The Census Bureau is not 
permitted to publicly release your responses in any way that could identify your household. By 
law, the Census Bureau can only use your responses for statistical research.  Federal law 
protects your privacy and keeps your answers confidential (Title 13, U.S.C., Section 9).  Your 
answers may be combined with information that you provide to other agencies.  For more

.  Per the Federal Cybersecurity Enhancement 
Act of 2015, your data are protected from cybersecurity risks through screening of the systems 
that transmit your data.   
The information you provide to Census Bureau staff is further subject to the Privacy Act of 1974 
(5 U.S.C. § 552a).  It may be shared with other Census Bureau staff for work purposes related to 
the NYCHVS.  Disclosure of this information is also subject to the published routine uses as 
identified in the Privacy Act System of Records Notice COMMERCE/CENSUS-3, Demographic
Survey Collection (Census Bureau Sampling Frame) (name change from COMMERCE/CENSUS-3,
Special Censuses, Surveys, and Other Studies pending publication in the Federal Register).  
Furnishing this information is voluntary, but your responses are essential to provide a full 
picture of New York City’s housing quality, availability, and costs.
