Periodic Report 1 – Addition of Commodities to FAVIR


With the amendment of 7 CFR 319, and subsequent reinstatement of information collection 0579-0049 in March 2019, APHIS began to provide OMB with periodic reports of commodities added to the APHIS FAVIR (Fruits and Vegetables Import Requirements) database as they are no longer being reported as separate information collection requests.


During the period March – September 2019, APHIS published two notices adding commodities to the FAVIR database. Both were reported to OMB earlier as proposed rules under the old process. The first notice was on July 24, 2019 for CFN 0579-0457 (Fresh Raspberry Fruit from Morocco) which contains 119 responses and 123 hours of burden. The second notice was on September 19, 2019 for CFN 0579-0466 (Fresh Cape Gooseberry Fruit from Ecuador) containing 100,147 responses and 1,199 hours of burden. It should be noted 100,000 of the responses and 500 hours of burden were related to labelling.


Consolidating Information Collections by Transfer


APHIS has five information collection requests in ROCIS that were in the rulemaking phase when 0579-0049 was being prepared for reinstatement and have since become active information collections. APHIS would like to transfer the burden for these five ICR’s into 0579-0049 and then discontinue them. The ICR’s are 0579-0452 (Mangoes from Vietnam), 0579-0455 (Persimmons from Japan), 0579-0456 (Persimmons from New Zealand), 0579-0458 (Orchids from Taiwan), and 0579-0459 (Avocados from Ecuador). Collectively, they include 66,090 responses and 9,674 hours of burden. This action should complete the consolidation of all fruit and vegetable importation information collections into 0579-0049.


Summary


APHIS requests the transfer of respondents, relevent responses, and burden from seven information collections (0579-0452, 0579-0455, 0579-0456, 0579-0457, 0579-0458, 0579-0459, and 0579-0466) into 0579-0049. It would add 140 respondents, 166,356 responses, and 10,996 burden hours to 0579-0049.
