Abstract: The Office of Planning, Research & Evaluation (OPRE) within the Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS) proposes to conduct a comparative multi-case study to better understand how to improve children’s transitions from Head Start programs to elementary schools. Information collection would include: (1) semi-structured interviews with practitioners, (2) focus groups and a short background survey with primary caregivers of Head Start children, (3) follow-up semi-structured interviews with a selection of those primary caregivers when their children are in kindergarten, and (4) a social network survey of all practitioners within six cases (inclusive of both Head Start and K-12 sites) that display promising approaches to the transition from Head Start to kindergarten. The data collected will not be representative and will not be generalizable to the broader population. We do not intend for this information to be used as the principal basis for public policy decisions. Data collection will take place within a one year period.
