The need for the collection of
information is to ensure that the mariner's training information is
available to assist in determining an individual’s overall
qualification to hold a Coast Guard issued merchant mariner’s
towing vessel endorsement. The statutory authority for the
requirements are in 46 U.S.C. 2103 and chapters 71 and 75.
