Abstract: WAPA markets a limited amount of federal power. WAPA has discretion to determine who will receive an allocation of federal power. Due to the high demand for WAPA's power and limited amount of available power, WAPA needs to be able to collect information to evaluate who will receive an allocation of federal power. The information WAPA proposes to collect is voluntary but required in order to receive the benefit.
