Local redevelopment authorities (LRA)
receiving base closure property by economic development conveyance
(EDC) procedure are required by 32 CFR 174 to invest proceeds from
any sale, lease, or equivalent use of EDC property during the first
7 years after the date of the initial transfer of the property to
support the economic redevelopment. To confirm compliance with 32
CFR 174, the Military Departments collect data annually. The
respondents are the LRAs which consists of members of the local
communities surrounding the closed military installation.

As Local Redevelopment
Authorities meet their commitment in the economic development
conveyance memorandum of agreement, they are no longer required to
submit annual statements. This has resulted in a decrease in number
of respondents and thus a decrease in burden.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
