The information collected on the DS-82 is used to facilitate the issuance of U.S. passports to U.S. citizens and nationals. The primary purpose of soliciting the information is to establish citizenship, identity, and entitlement to the issuance of a U.S. Passport or related service, and to properly administer and enforce the laws pertaining to the issuance thereof.

The hour burden adjustments indicated reflect a decrease in the number of projected respondents from 7,261,667 (FYs 2016 - 2018) to 6,451,667 (FY 2019 – FY 2021). The demand has leveled off in the last couple years after the surge in demand around 2017 and 2018. Using the actual historical application count for FY 2016-2018, the average total DS-82 receipts amounted to 7,222,726. Demand forecast projections, by their nature, will have some uncertainty in their accuracy, which can explain differences between actual and forecast. The change in respondent costs is due to the increases in average cost for photographs (up to $15.00 from $10.00 previously) and in POV reimbursement rates ($.58/mile currently vs. $0.54/mile previously). The change in Federal Government costs reflects the decrease in the number of projected respondents and the inclusion of Federal Register Notice costs. The cost of service ($110) has not changed since the last submission.
