OMB Desk Officer Office of Management and Budget Dear Ms. Minson:
Pursuant to the Office of Management and Budget (OMB) procedures in
5 CFR Part 1320, SBA requests emergency review of a new collection
of information that is required to implement the Targeted Economic
Injury Disaster Loan (EIDL) Advance Program. SBA also requests a
waiver from the requirement to publish the 60-day and 30-day public
comment notices in the Federal Register. The Targeted EIDL Advance
was recently authorized by the Economic Aid to Hard-Hit Small
Businesses, Nonprofits, and Venues Act (“Economic Aid Act”), Pub.
L. 116-260, Div. N, Title III, Sec. 331 (December 27, 2020), to
provide additional Advance funds to entities that previously
received an EIDL Advance of less than $10,000, to entities that
applied but did not receive an Advance due to the unavailability of
funding, and to new applicants, subject to the availability of
funds. Given the current urgent need and to help mitigate harm to
the affected small businesses, SBA requests approval of this new
information collection by January 15, 2021. If this request for
emergency processing is approved, SBA will subsequently take the
necessary steps to comply with the notice requirements. SBA
appreciates your prompt attention to this matter and looks forward
