modifications, (2) determine whether the contractor has provided
notice and removed obstructions to navigation, (3) review
contractor requests for payment for mobilization and
demobilization, and (4) determine status of an offeror as a U.S. or
foreign firm in two provisions in accordance with section 112 of
the Military Construction and Veterans Affairs and Related Agencies
Appropriations Act, 2015 (Division I of Pub. L. 113-235).

The change in burden is the
result of using: (1) actual data from the Federal Procurement Data
System (FPDS) and Electronic Data Access (EDA) system for the most
recent complete fiscal year (2019); and (2) the current Office of
Personnel Management General Schedule hourly labor rates for
calendar year 2021 to calculate the cost per hour.
