The USA Improvement and
Reauthorization Act of 2005 mandated the Attorney General to ensure
reports of cargo theft collected by federal, state, and local
officials are reflected as a separate category in the FBI UCR
System.

For this extension, the
respondents’ annual burden was calculated using the actual number
of months (1-12) for which the respondents submitted data. (See the
table under 12. Estimate of Respondents’ Burden for specific
calculations.) Three hundred burden hours were added for LEA
outreach. The annual burden hours show a decrease over those
presented in the previous extension. The FBI transitioned to a
NIBRS-only data collection on January 1, 2021. Therefore, SRS
agencies are no longer permitted to submit new cargo theft
incidents, but only updates to those from prior years.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
