Abstract: To help pay for aviation security costs TSA Imposed the September 11th Security Fee on passengers of air carriers and foreign air carriers. Air carriers collect from each revenue passenger $2.50 per domestic enplanements or departing international enplanement, subject to a limit of $5 per one-way trip and $10 per round trip. Each of these carriers is then required to: (1) establish and maintain an accounting system to account for the September 11th Security Fee that are impossed, collected, refunded,and remitted; (2) report this information to TSA on a quarerly basis; and (3) retain the date used for these reports for a six-year rolling....

Short Statement: TSA has adjusted industry cost estimates to consider updated estimated number of air carriers subject to the regulation as indicated in the ICR. Previously, TSA estimated 195 respondents and based its cost estimates on that number. In this ICR, TSA estimates the regulation would affect 170 affected air carriers and has made adjustments to the calculations to be consistent with that estimate. Additionally, labor rates and other cost items were updated to consider the most current pricing. TSA has adjusted the costs to the Federal Government to be consistent with recent cost estimates related to third-party contracts to operate and maintain the platform. Previously TSA estimated annual operations and maintenance costs of the data portal at $195,000. TSA estimates a revised annual operations and maintenance cost of the data portal at $200,000.
