In order to administer interoperability channels, the Commission requires state-level approval of license applications. The Commission also requires regional planning committee concurrence for narrowband general use channels and certain low power channels. The Commission requires State licensees to certify that they are providing or prepared to provide substantial service within certain deadlines as a condition of their license.
