The collection is being revised to
remove the position report from the collection in order to
accurately describe the number of annual responses. The position
reports are automatically transmitted location signals from the VMS
unit that do not require any action on the part of the captain or
crew. The National Marine Fisheries Service (NMFS) requires vessel
monitoring systems (VMS) and declaration reports to participate in
the commercial sectors of the Pacific Coast groundfish fishery.
These requirements allow NMFS to monitor vessel compliance with
closed areas. The declaration reports also allow NMFS to determine
with fishery a vessel is participating in to determine which
regulations apply during a specific fishing trip.

The VMS installation and
maintenance was previously calculated on a 3-year period, rather
than a 4-year period which is more accurate. Additionally, the
removal of the position reports reduces the response burden by
25,040,000. The Cost burden of the VMS installation was corrected
as it was previously double counted, and the costs were adjusted
from a 3-year renewal cycle to a 4-year renewal cycle for the
equipment. The costs of the position reports (which have been
removed from this collection) were migrated to the VMS maintenance
line which is the proper line to capture this information.
