I am writing on behalf of the Child Support Director’s Association (CSDA) in California. We appreciate the opportunity to provide comments regarding the administrative subpoena and notice of lien forms used in intergovernmental cases. Our comment speaks to the combined OMB number assigned to the two separate and distinct forms. Prior to 2017, these forms were each assigned their own OMB Control # (Notice of Lien was OMB Control # 0970-0153 and the Administrative Subpoena was OMB Control # 0970-0152). Assigning these two separate and distinct forms their own OMB number would provide clarity and enable verification of form content. Combining them under one OMB number can create misunderstandings and we recommend re-issuing them separate OMB numbers. |
Thank you for your comment. The OMB number is not intended to be a unique identifier for all forms in an information collection, but rather an identifier issued by OMB for clearance of all items in an information collection. In addition, OCSE does not use unique identifiers on different forms in a package. Most states have their own unique number for each form and if OCSE tried to assign another number that could be confusing. A state can refer to the title of a form to identify each form.
