This is a change to 1894-0001, which adds updated abstract instructions consistent with OMB requirements as established in memorandum M-21-20, “Promoting Public Trust in the Federal Government through Effective Implementation of the American Rescue Plan Act and Stewardship of the Taxpayer
Resources”. M 21-20 requires that all Federal financial assistance agencies establish detailed and accurate award descriptions at the time of award that specify the award purpose, activities to be performed, deliverables and expected outcomes, and intended beneficiary(ies) as well as subrecipient activities if
known or specified at the time of award. The Department of Education (ED) has a long standing grant application abstract submission and review process that meets the requirements of M 21-20, which it has shared with OMB in response to M 21-20. Abstracts are submitted by applicants in accordance with
abstract requirements set forth in the "ED Abstract Form" instructions available at Grants.gov. Through this change request, ED is seeking to update 1894-0001 by adding the Grants.gov abstract instructions. Additionally, the abstract instructions are revised with the addition of two requirements addressed in
M21-20, i.e, abstracts must include primary activities of the grantee as well as the subrecipient activities that the applicant has addressed in its application. Note that abstracts are listed in the Application Checklist, although the actual abstract instructions are not included. Note also that abstracts are not peer
reviewed or scored, and they do not factor into ED's funding decisions. By submitting this change request ED is not asking that abstracts be peer reviewed or scored, and will not consider abstracts in its funding decisions; thus, the current process for handling abstracts will remain in place despite the submission
of this change request. These changes apply to all discretionary grant including generic grants under 1894-0006.
