The Commission is requesting approval for non-substantial changes to the methodology and surveys associated with the Wireless Emergency Alert (WEA) testing in collection 3060-1269. The proposed updates to the collection’s methodology are designed to adapt the approved collection methodology for a nationwide test of WEA that will be conducted by the Federal Emergency Management Agency (FEMA), in coordination with the FCC, on August 11, 2021, at 2:20 p.m. Eastern Daylight Time (EDT), with a backup date of August 25, 2021 at 2:20 p.m. EDT. The Federal Communications Commission (Commission) submits this non-substantive change request to the Office of Management and Budget (OMB) related to Information Collection, OMB Control Number 3060-1269, titled “Enhanced Geo-Targeted Wireless Emergency Alerts,” which was previously approved by OMB on February 5, 2020. As described in more detail in the enclosed materials, the Commission requests that OMB approve the following non-substantive changes to the information collection, please see the justification. The Federal Communication Commission's (Commission's) rules effective Nov. 30, 2019 require that Participating CMS providers (providers) be able to direct Wireless Emergency Alerts (WEA) to 100% of a target geographic area specified by an alert originator with no more than a 0.1 mile overshoot (enhanced geo-targeting). The FCC seeks to perform an information collection to evaluate the accuracy and performance of providers' enhanced geo-targeting implementations shortly after this date.
