Due to the COVID-19 related Public Health Emergency, the next version of the Outcome and Assessment Information Set (OASIS), version E planned for implementation 1/1/2021, is delayed. This request is for OMB approval to extend the current OASIS-D (0938-1279) expiration date in order for home health agencies to continue data collection required for participation in the Medicare program. The current version of the OASIS-D, data item set was approved by the Office of Management and Budget (OMB) on December 6, 2018 and implemented on January 1, 2019.

The number of HHAs decreased from 2016 to 2020 (12,149 versus 11,400 respectively), and the total number of OASIS assessments decreased (18,161,942 in 2016 versus 17,932,166 in 2020). The annual hourly burden decreased 1,660,722 hours from 11,554,098 hours in 2016 to 9,893,376 hours in 2020. The annual training hourly burden for all HHAs also decreased, by 5,992 hours, from 97,192 in 2016 to 91,200 in 2020. This represents a total decrease in hourly burden for all HHAs of 1,666,714 hours.
